Surf cartoonist from San Diego, California; creator of the vapid but optimistic Wilbur Kookmeyer cartoon character. Penuelas was born (1957) and raised in San Diego, the son of a technical illustrator, and began surfing in 1970. He took junior college commercial art classes and worked briefly as a technical illustrator, but is for the most part a self-taught artist and cartoonist. 

In 1980 he teamed up with fellow San Diego surfers Rich Bundschuh (his brother-in-law) and Tom Finley to produce Maynard and the Rat, a comic strip about a middle-aged mustachioed soul-surfer and his young rip-and-tear sidekick. Surfer magazine published 29 Maynard and the Rat episodes from 1980 to 1987 (the last four produced without Penuelas); in 1985, the strip introduced Wilbur Kookmeyer, a jug-eared, spike-haired, wipeout-prone adolescent who often slips into a fantasy world of surf magazine covers and world title victories. 

Penuelas wrote and drew the Kookmeyer strip unassisted—his work is filled with neatly crafted and often satirical jabs at surf culture, particularly surf consumerism—and it quickly became a hit; Surfer published it until 2000. 

Penuelas has also been a surfboard airbrusher since the late '70s, working for more than a dozen San Diego–based surfboard companies, including Rusty and Gordon & Smith.
